10% higher or lower than actual?
Points even more towards vehicle speed signal related. Educated guess, either the signal into the pack (i.e. the harness from ABS/VSC or a ABS/VSC speed signal output problem) or the "signal conditioning" in the pack itself. Or maybe even an iffy ground(earth) reference somewhere - like on the pack.
Look at speed signal on oscilloscope while driving vehicle, but I suspect not many repair outfits would do that.

Hi Andy I replied to this last night but my reply seems to have disappeared again, anyway as you know we have lots of speed checks in Wales which say thank you for doing 18/19 mph when I pass these my speedo can be showing 23 mph, also at 80mph my tom tom satnav is showing roughly 72, I know this may not be accurate but it gives me a clue, it only shows warning when I switch off engine so not a major problem but would love to get it sorted many thanks for your interest 😀 Stew

Your vehicle will have been designed to comply with UN/ECE reg 39. eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A42010X0513%2803%29Page 120/44 section 5.3 eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=CELEX:42010X0513(03)The formula shown in section 5.3 means the speedo should never read lower than actual speed but can read higher than actual speed by up to 10% of actual plus 2.5mph (4km/h). What you are seeing is normal. Hence why I asked whether your indicated speed was higher or lower than normal. So the problem tends points back to the speed signal between instrument pack and body ECU. Possibly still a pack issue, but more likely the speed signal output from the pack rather than the input. With the caveat that remote diagnosis ain't often correct.

Hi brand new member with complicated question I have a 2013 rav 4 2.2 diesel, it has smart entry and start system, when I turn engine off by pressing button I get yellow flashing triangle with message ( check smart entry and start system) I have had a diagnostic check and the only error is B2282, which is something to do with vehicle speed signal cable - information does not match to bean - information, i have had an auto electrician examine it but cannot find anything, I asked a couple of toyota dealers and was told it might need a new cluster!! And they would want £1150 + vat for a cluster and £75 for diagnostics plus £150 per hour labour but they are not sure if this will cure the problem?? Anobody had this problem and got a result, thanks Stew 😊 aka local hero Great to see you here Stew!!

Thanks Hoovie, I have finally given up on this having now approached 3 main dealers a company that refurbished clusters and eventually Toyota GB, (awaiting reply) it seems that only Andy has a clue about this, I think I will rename him Sheldon (big bang) or Einstein for anyone who hasn't watched big bang, must give a shout to Bridge Garage at Pentraeth, Anglesey, who had my car for 2 days supplied me with a courtesy car, they couldn't cure my problem, and did not charge me one penny so I think I will use them for all my future servicing etc as a way of thanks Stew 😉 😀

If it weren’t so far away, I’d use them myself.😂 By the way, is Pentraeth a place? Reason I ask is because I used to use a Mazda dealership named Pentraeth who had branches in Chester and somewhere in N. Wales. I don’t think they’re still in business though.

Might be worth PMing him to have a look at your post. It might have to be a combined Anchorman-SHCM approach that is required. This reminds me of a time when I needed a specific and rather specialised pipe fitting. I asked the guys at work. The reply was "Try *******, if they haven't got one, don't bother trying anywhere else!" GOOD LUCK!

Well today I whipped my cluster out not too difficult really plugs at back were like new but sprayed a bit of Wd 40 about then blew them dry with my compressor, re connected after wiggling all the wires about, then replaced everything, felt really proud of myself, but still not cured fault, but I now know how to remove cluster, IF that is the problem

We never get fed up .. Everyone here will do their utmost to help with pretty much anything.. This one is a strange one not unlike one a mate is having right now with his van. Its a Citroen and its displaying an amber warning triangle. No one including the dealers can find out what it is and it just doesn't present a fault code live pending or stored. So he has to ignore it and carry on as normal. It irritates him but the only suggestion I can make to him is cut a tidy bit of insulation tape and cover that triangle. There are no faults to be found so its nos as if its hiding something. Now thats not my usual way of dealing with things but sometimes its hobsons choice ...
