If you fit larger diameter wheels / tyres you will make the speedometer under-read and the car will no longer be road legal (until you change / fix the speedo). This might not matter if you only use the car off-road on private land, but it doesn't sound as though that is want you intend.
If you need more ground clearance, Bob's suggestion is the better one ... then you'd just need to inform your insurers about the modification and ...

They do make a 30mm space as well, just don’t see tyres giving you anymore clearance …yet you have a disabled member of the family that needs use of the vehicle. ….rather a catch 22 Situation 🤔🤔

Lift kit and add side steps for better access. I don't know what the rav side steps are like but I took the discovery ones off becouse they didn't really aid you getting in the vehicle, and they were very successful at getting mud and dirt on your trousers.

Lift kit and add side steps for better access. Sounds like a great plan….well other than side steps might limit ground clearance 🤔

... and on my '09 4.3 the side steps did a great job of transferring mud to one's trouser legs and gave negligible assistance in getting in (as per widge's post above). They do look good on a 4.3 and make excellent extended mud-flaps though! I didn't bothered with side steps on the 4.4 or 4.5 and haven't really missed them at all.

Most of our previous 4.2s had side steps which didn't appear to be lower than the lowest rear suspension arms or exhaust. They were however very robust and could be stood on without any fear of damage. They were certainly great for keeping road muck off the sides of the car and for standing on to wash/wax the roof or mount luggage on the roof rack. They were aluminium (OEM) and always looked good, no matter their age.

Thanks guys for your input, after much thought on the subject I will be going the lift route it will keep it legal as it is only used off road 20% of the time and will save me getting the speedo changed thanks once again

It not only a case of looking at the rear suspension, the place to check is across the middle of the car mid way between the wheels, this is where it is likely to ground out going over a steep hump, more so on the 5 door compared to the 3 door, how much lower are the steps to the rest of the body in a straight line across the car? Also where are you currently having problems touching? If it is at this point there would be no advantage to lift the suspension by 30-40mm only to loose it again if the sidesteps hang much below the body.
