"The legality?" - Sounds like it should be a pub in Hendon, or maybe it's just "the bar".
Assuming there are no later amendments to this version of reg 48:
Then for a start, anything over 2000 lm (para 6.2.9) requires headlamp washers for approval, and these quote 14000lm per set, but I suspect they'd wouldn't meet approval on other grounds (e.g. light source and lens combination meeting regs). No "e" marking mentioned.
Personal opinion on excessive glare headlamps, not meeting approvals, withheld.

I've been there with these bulbs. I had a set fitted and they were absolutely brilliant and went through an MOT without a problem. The cut-off was extremely impressive.
Then the MOT rules were updated and more definite checks on the legality, i.e. the E mark, were introduced. At this point I chickened out and replaced the LEDs with Nightbreakers. They are definitely not legal as they won't have an E mark and you could well be wasting your money when they fail an MOT. The latest version of Nightbreakers are very good and are a safer legal option that will sail through an MOT.
It's a pity as the LEDs are excellent lights, but they have to be E marked to be legal. Sorry!

Andy wrong ? I taught him all he knows you know 👍👍 Did you have them on a rav4? The optical lense is designed to cancel any glare and focus the beam which is the big issue in reflector headlights. That seems to be dealt with by the sounds of it. How was the width of the beam, they look pencil like! For £40 and a H4 drop in I’m sure a swap over once a year won’t hurt

Don't bank on it. Wrong many, many times and I will be again. ................... ----------------------------------------------------------------------------------------- ....back to the topic in general....... If there is no evidence of type approval, (e-marking), then no matter how much "hand waving" like justification of parameters of spec is done, they are not "legal" for road use, which was the question. ....yes, this might seem draconian and pointless, but the people that attend the UN forums that draw these regs up (they are primarily UN regs in this case, under EU/UK law) generally know what they are doing, for good reason, most of the time. I've known people in the past that have attended (in other auto topics). ...of course the choice and any consequences that might arise, are yours.
