Ok, I have had another go and with the same results. Any DRL light that's connected to the original culprit cable still flickers. I have swapped both existing DRL lights round, have also tried the new set I have and anything that is connected to it flickers.
I have also checked the grounding wire, there is only one for the whole kit and it's securely connected to the body of the car.
It's a simple set up, small ECU box, with 5 cables coming out, 2 for the DRL lights, white wire for the headlight, 1 with inline fuse to ignition and 1 for the ground.
So I'm guessing the small ECU box is knackered.
Does anyone agree ?

Might sound daft but is there any way that you can spray the inside of the box with WD40? Maybe a drain hole, a seam or a gap where the terminals are connected. It might be a bit of moisture inside the unit or the insulation breaking down slightly on the internal wiring. It's amazing what WD40 will cure.

It would be easy if the box was screwed together, but it's sealed. If it was accessible, I would now look at just swapping the ECU, but I think I'll be lucky to even be able to squirt in some DW40. If I can't, now that I have a whole new set, I will just take out the old wiring and replace it and that will leave me with two spare DRL lights incase one breaks or gets smashed.
Any guesses at what I'd find if I broke the ECU box open ? If it's just connectors inside, then I could do this and sealed the unit up again !!

I assume these DRLs dim with headlights turned on?
If so, the least brain dead way (but maybe not the rock-bottom cheapest) of controlling the brightness is by something called PWM (Pulse width modulation).
The box may well be doing that and the flickering *may* go some way to suggesting a faulty PWM circuit in the box. (*I guarantee nothing, without actually observing the LED drive waveform).
I expect you'll find more than "connectors" in the box.
In this situation I don't see how WD40 is going to help much.

Yes they do dim when headlights turn on.
I think the best option (the one I didn't want to do) is just replace the lot with the new set I have.

Just to end this one, it was the little black sealed ECU box that was knackered.
Replaced it, intact replaced it with the wiring and all works fine.
I now have a spare set of the actual DRL lights, should one get broken.
